It uses port 21 to send a small 27k packet to test and since I have port 21 open for our users to use, it went right through and reported back that I'm allowing unauthorized programs that emulate an FTP client to blow through my firewall.

W7´s firewall passes Gibson´s test. do you mean Comodo´s LeakTest (CLT) ? i´ve done some tests with CLT on different firewalls, and W7´s firewall has some outbound leaks. also, are you using an ADMIN or USER-account ? anyway, Comodo´s firewall is the best, it got 100% at the latest test by Matousec:
